Existente em diversos países, os programas tax free reembolsam viajantes do exterior que fazem compras por meio da devolução de impostos, geralmente na fatura do cartão de crédito, após pedido do turista. Os governos que adotam a prática alegam que o aumento de consumo compensa a renúncia fiscal.
Pela legislação tributária, a arrecadação desse imposto cabe aos estados e ao Distrito Federal. Como o ICMS é o tributo que mais incide sobre o consumo, eventuais programas de isenções, no caso do Brasil, devem ser estaduais, em vez dos governos federais, como ocorre em outros países.
Uma pesquisa do Instituto Fecomércio de Pesquisas e Análises estimou a elevação do consumo de turistas estrangeiros com programas tax free. Segundo o estudo, o consumo médio com compras para o próprio viajante e acompanhantes subiria de US$ 542,90 sem o programa para US$ 665,50 com a devolução de impostos.
